Which is not to say that they can't. If you have been following Diana E. Lee's blog, you would have noticed the contradiction. That was one of the reasons my title sounds less enthusiastic than the original "Diabetes Protects Against Migraines". The second reason, of course is that the survey on results of which this conclusion is based has been held in Norway. They might be just too macho to admit to having a migraine.
Kidding aside, the correlation is purely statistical and there's no scientific evidence relating the two deceases. There is a speculation that "the blood vessel properties change in diabetes patients, thus making it possible to somehow protect the brain" against migraine headaches.
Still, you know that you have migraine when you have a specific kind of a headache. But what if there's no headache? Your brain is still torn to shreds, you just don't notice it. Instead of sending people "questionnaire", as the above mentioned study has done, they should have run some medical tests - less cost effective and sensational but more scientific.
